About Vinay

Dr. Vinay Bhargava is currently Chief Technical Advisor at an international NGO - the Partnership for Transparency (www.ptfund.org). PTF supports innovative civil society led initiatives to challenge corruption, improve governance and enhance development effectiveness in international development policies and programs. He is a board member of PTF Asia Foundation -a Philippines based CSO. He is the former Country Director and Director of International Affairs at the World Bank.

Vinay's areas of expertise include: anti-corruption and governance and international development policy and practice. His work focuses on advising on design and implementation of anti-corruption strategies and operational activities at local and national levels. He advocates and supports citizen and civil society engagement for inclusive and open government institutions. He pursues these interests as a volunteer, professor, consultant and author.

He has taught courses on international development policies and institutions (IMF and
Multilateral Development Banks) at the Elliott School of International Affairs, George
Washington University USA and international affairs schools at Hiroshima and Kobe Universities in Japan.

Vinay has served as a senior consultant to the World Bank, Asian Development Bank (ADB), and U-4 Anti-corruption Center. He is an accomplished speaker, moderator and facilitator. He has presented seminars at numerous institutions and events. His presentations have focused on international development policies and practices--MDGs, SDGs, aid architecture, development effectiveness, governance, anti-corruption and engaging citizens against corruption.

He has made presentations and/or moderated discussions at Basel Institute of Governance and IMD Business School, Switzerland; the World Bank and the Asian Development Bank; India International Center and the Constitution Club, India; Makati Business Club and the Asian Institute of Management, the Philippines; Asian Institute of Technology and Chulangkorn University, Thailand, University of Sydney and Australian National University, Australia; and European Commission, Belgium.

He has led panel discussions at the Organization for Economic Cooperation and Development (OECD)’s 2021 Global Anti-Corruption and Integrity Forum and the 19th International Anti-Corruption Conference in December 2020. He has organized, and served as a panelist, at many seminars on the subject of civil society engagement in development policies and programs at the civil society policy forums at the ADB and the IMF-World Bank annual meetings.

Dr. Bhargava has traveled extensively worldwide. He has over 20 years of experience as Task Team Leader and Sector Division Chief managing design and implementation of economic development policies, projects and strategies in South Asia, East Asia, Western Africa, Eastern Europe and Middle East.
