  • Integrity in COVID-19 Response: CSOs Value Added. 25 March 2021. Presentation by Vinay as a panelist at a webinar hosted by the Organization for Economic Cooperation and Development (OECD)’s Global Anti-Corruption and Integrity Forum. The key message was that the most efficient, equitable, and transparent means of distributing COVID-19 vaccines around the world is to engage local civil society organizations (CSOs).   • Making progress on SDG16 good governance targets during and beyond the pandemic: Report from the front lines in Africa and Asia. Vinay moderated this panel discussion at the 19th International Anti-Corruption Conference on December 1, 2020. The discussion focused on how stakeholders can work together to promote the SDG16 targets during and beyond the pandemic. The panel discussed how participating CSOs address these challenges, as well as how governments and international financial institutions can incentivize collaborative approaches to control corruption and generate more efficient and effective COVID-19 responses.   • Beyond Advocacy: Maximizing social accountability initiatives and CSO engagement in the development operations funded by International Financial Institutions to accelerate SDG16 progress. Vinay presents this webinar at the 2019 Global Partners Forum organized by the Global Partnership for Social Accountability. He noted that “all IFIs have policies and give certain rights to CSOs unlike many governments” which provide entry points for their engagement. However, he explained, both “design” and “implementation gaps” hampers universal application of social accountability programs despite commendable targets, such as SDG16. He explained, “what civil society and social accountability can do for development projects is not integrated to the maximum possible extent in the design, that’s the design gap, and even what little is integrated doesn’t get implemented always and that is the implementation gap.” Read the webinar summary and background report here.
  • Myths and Realities of CSOs promoting transparent and accountable government institutions. Vinay presented this talk at the 2019 Asian Development Bank Annual Meeting Civil Society Program on 3 May 2019 in Nadi, Fiji. Civil society works to improve governance as an influencer of government policies and programs, as implementer of governance programs and as monitors to hold the government accountable. The talk discussed common myths such as: CSOs lack accountability, governments and CSOs are adversaries, and the civic space is unitary, among others; and presents evidence that dispel these myths and present realities.   • Civil society roles in engaging citizens for better results in the World Bank funded projects. 11 October 2017. Vinay made a presentation at this workshop at the 2017 World Bank Civil Society Forum. He noted that, while the projects have “citizen consultations” built into the design, these consultations often consist of the World Bank requesting reactions from limited number of local CSOs on an already finalized project. Civil society organizations are rarely included in designing and implementing projects. He emphasized that the World Bank is missing the opportunity to improve its projects by underutilizing CSOs in citizen engagement. See the presentation here and read a summary here.
  • Promoting Inclusive and Accountable Public Services in Asia and Pacific. Vinay moderated this workshop on 5 May 2017 at the 50th Annual Meeting of the Asian Development Bank in Yokohama, Japan. The workshop deliberated on problems and challenges of fostering inclusive growth in Asia examining ways to maximize civil society involvement and effectiveness. Furthermore, the session considered the directions how ADB can cooperate with local CSOs to enhance its local impact and the role of Open Government Partnership (OGP) as an efficient tool of public-private partnership.   • Using citizen engagement and social accountability approaches in mitigating fraud, errors, and corruption in conditional cash programs. 2016. The number of countries with Conditional Cash Transfer Programs has steadily increased in the past two decades (CCTPs). The growing popularity of CCTPs is due to their proven effectiveness in reducing poverty. Studies of CCTPs in Latin America, Africa, Asia and the Middle East reveal that CCTP achievements are often undermined by integrity risks due to fraud, errors, and corruption. This presentation by Vinay at the Global partnership for Social Accountability and the World Bank recommends the use of social accountability initiatives to complement the state-led efforts.   • The future of OGP: How to promote effective co-operation with SDG#16? Vinay participated in a panel at the OGP Summit in Mexico City, Mexico in November 2015. Vinay initiated the discussion by highlighting the substantial overlap between OGP and SDG#16. These overlaps present a good opportunity for UN member countries to gain substantive insight and reap significant savings in time and resources (human and financial) by using OGP experiences as starting point for SDG #16 action planning and advocacy.   • Constructive engagement process between government and CSOs: Are we getting results?  Vinay facilitated a round-table discussion on this topic in Manila, Philippines. The event, held in July 2014 and sponsored by the Government of the Philippines, the ADB, and the World Bank. It featured CSOs from five Asian countries (Cambodia, Mongolia, Myanmar, Nepal and the Philippines) and representatives of the Government of the Philippines.   • Lessons on Citizen Engagement in Education Administration. Vinay made this presentation at a training program for a group of education administrators from developing countries organized by the Japan International Cooperation Agency (JICA) and Kobe University’s Graduate School of International Cooperation Studies (GSICS) in Kobe, Japan in July 2014. He discussed eight commonly encountered governance problems in public education such as informal payments (bribes), teacher absenteeism and budget leakages. He argued that an engaged and informed citizenry can remedy these issues and presented five possible entry points for community engagement. Read the summary here.
  • PTF urges increased ADB support for citizen-led programs to improve governance. July 2014. Vinay discussed the question of what can be done when government systems and political will to fight it are weak and/or ineffective. He also discussed related issues, such as the theories of change underlying social accountability, evidence that social accountability can improve results and development effectiveness and how social accountability approaches can be integrated in-country partnership strategies and lending operations of multilateral banks such as the ADB.   • How Civil Society Empowerment Improves Governance and Development Results of Public Service Delivery? Vinay made a presentation as part of a panel at the annual meeting of the Asian Development Bank on May 5, 2013 in New Delhi. Over the past two decades Partnership for Transparency has supported some 200 CSO anti-corruption projects in 53 countries; these show that when citizens engage with service providers, they can achieve remarkable results.
